There have been many factors determining the successes or failures of the implementation of policies of decentralization, especially in diverse and dynamic countries like Indonesia. In many cases the failures in decentralization implementation can often said to be well planned but poorly executed by inexperienced local governments and incapable civil servants in the local and continuing bureaucratic administration system.
In its latest development, Indonesia's new decentralization has created a better environment in local government as the leaders have become accustomed to a democratic and open exercise of power instead of the generally monopolistic behaviors shown in previous practices. While direction of decentralization in the previous policy remained centralized and showed a gap between the initial goals and the reality of application in the field, this book shows a change in its features where the selected provincial and district governments have been more active in decision making processes toward the implementation of the new decentralization.
